Questionsecpol.msc missing

I'm troubleshooting SMB authentication issues between a MAC & Vista (premium home) file & printer resources.  Part of the suggested solution (posted elsewhere) is a change to a Security Setting/Local Policies/Security Options policy.

Typically, I access this MMC snap-in via a cmd/run/secpol.msc or via Control Panel/Admin Tools, but on this new HP Vista system, this snap-in is no where to be found.   Also noticed that gpedit.msc has gone missing....

Point of purchase (Best Buy/Geek Squad) has assured me that they didn't install a restricted image, so do I work with HP or Microsoft on this issue?

Or can I recover this functionality with a reinstall?  Since this is my first look at Vista, any advice or suggestions would be welcome.

    Thx.

With a quick google search to verify my results, Vista Home Basic and Premium DO NOT have secpol.msc or a few of the others that ARE available in Business and Ultimate. I wanted to use it to make NAS firewall changes, but will have to google this to find someone that has been able to work on the "homes"....
