Answered XP SP3 RC2 -- Access is Denied error

  • Wednesday, February 20, 2008 5:51 AM

I'm having problems installing the XP SP3 RC2 upgrade.  I had RC1 installed and it was working fine.  Today I
    - uninstalled RC1
    - ran the update from here:
     http://www.microsoft.com/downloads/details.aspx?FamilyID=114f3599-12af-42b2-aab1-b969a62c68a7&DisplayLang=en

    - and then ran windows update to get XP SP3 RC2.

I tried multiple ways to install it (custom, express, via the windows update icon, etc) but no matter what I always end up getting the following error after the install is almost done:

Windows XP Service Pack 3 installation failed.
    Access is denied.

For more information, see Help and Support Center at http://go.microsoft.com/fwlink/events.asp.

Has anyone seen this and/or know how to resolve it?

    Thanks,
    Jason

I am currently on my fourth attempt to get this new SP3 RC2. So far every attempt has failed. Trying from a fresh windows XP SP2 install. First attempt I ran the reg before even going to windows update for the first time. I installed every update in the list (75 of them). Then after a reboot, I hit the site up again. The beta was there (I even made sure to check to show beta's this time and the first time). Downloaded and near the end, it failed. I did not note the error number. So, I uninstalled IE7 and tried again. No go. Same error.
Did a new install on using SP2 again. This time, I installed all updates including IE7. After reboot, hit up WU again after running the ms reg file exe. SP3 was there again. Again, failure late in the download/install with the same error as the previous two tries.
I am now on my third clean install going for attempt #4. This time I am doing all updates except IE7 will not be installed, then I will run the reg exe if I do not see the beta available after a reboot from all 90 files download and update (funny how default xp look there are 91 downloads with ie7, but change themes to classic and go with classic start bar and classic everything and you get 75 downloads). Lets see if it takes this time.

OK. test run #4: (show beta in WU always selected) fresh install xp sp2 pro, then validated. Absolutely no settings or preferences to xp where changed at all. Next, updates. all 90 out 91 (I did not install ie7 at this time) After the required reboot, back to WU to see if beta show before running windows exe to show the beta. Beta not there. Run windows exe file. Back to WU. Beta not there. Installed IE7 and updates. Reboot. Back to WU. No beta. Run exe again. Back to WU. Still no beta. I am stumped for now.

What error messages do you hit ? That will help us understand what might be wrong

I am in the process of a 5th run. Gonna do all the updates from WU on another fresh XP SP2 (this time a SP1 with SP2 integrated). Once all the updates all allllll done. Then i will try the exe file and look for the beta again. If it is there this time, I will copy the erro messege.

I am not sure if this might help any of you, but I got here two identical new computers and had instelled RC1 to both of them (fresh systems back then), and for one or another reason SP3 RC1 did not let me update the ATI Radeon GPU driver when SP3 was installed in that other computer. I uninstalled the SP3 RC1, installed ATI driver (that enabled sound card to function since there is some very usefull 3D or what ever ssound feature in Radeon 3850 driver, how weird is that) and then re-installed the SP3 RC1. Everything seemed to be ok with that 2nd system now as it had been all the time with the other.

Since then (late December or 1st week of January) the other system has been unable to finnish any Windows Update installs. It downloaded updates ok, but then "updates failed to install", there was no error in Windows update screen but finally today I pushed some "find solutiont to" or what ever button it was and WU then gave me an error code, and with that I fould this:

    http://support.microsoft.com/kb/910359

And following the procedure (manually) worked fine for us, and all updates were able to install. After doing so, I removed the two unnecessary folders (that are renamed in that procedure).

So if your system fails all WU installs after uninstalling SP3 RC1, I would first see if you got the same problem we had (original post here: http://forums.microsoft.com/TechNet/ShowPost.aspx?PostID=2867783&SiteID=17).

On a side note, when I run MS's exe reg file, in sandboxie, I notice several folders inclucding one that contained the fresh systems cookie history.

    new folder\files look like this
    \user
    \user\current\
    -------------------
    \user\current\Cookies
    ---\current\Cookies\12 cookie files plus index.dat
    \user\current\Local Settings
    ---\current\Local Settings\Application Data\
    ---\current\Local Settings\History
    ---\current\Local Settings\Temp
    ---\current\Local Settings\Temporary Internet Files

among the stuff in there is XPSP3_RC2.cmd in \user\current\Local Settings\Temp
    which reads:
    @echo off

    reg delete HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\WindowsUpdate\XPSP3 /f 2> NUL

    reg add HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\WindowsUpdate\XPSP3 /v RCPreview /t REG_SZ /d 1c667073-b87f-4f52-a479-98c85711d869 /f

echo XPSP3 registry key has been set.  Please check for updates in Windows Update.

OK, with all updates including the installation of IE7 finally done and the pc was settled, I ran the MS exe file. It did its thing. I went to WU, but no beta showing available. I will try doing the exe before any updates at all on anther install. If the beta still does not show, I will try some more. But I think it may have been pulled from download already.

    Mt.Dew,

FYI, I couldn't obtain SP3 RC2 download from windows/microsoft update on 1 of the XP machine slipstreamed with SP3 RC1. I didn't try any further on other pure XP SP2 machines.

Although http://support.microsoft.com/kb/873148 describes the very same error while installing SP2 for Windows XP, it "may" be useful while getting the error message installing SP3 too.

So I have followed all the "methods" from KB 873148 to no avail. I have even gone beyond that article and checked the AutoUpdate KEY in registry for admin permissions... permissions were set but still get the Access Denied error. I suspect this has something to do with the changes made by SP2 but I have not tried removing SP2 then installing SP3 RC2.

If anyone has had this issue and found a way around it I would love to install SP3 RC2.

I met same problem with you yesterday. Now, I installed SP3 v3311 via WU. Pls see my step as below:

    1. Uninstalled SP3 v3300.

    2. Run Windows XP SP3 Release Candidate 2.exe. (down load from http://www.microsoft.com/downloads/details.aspx?FamilyId=114F3599-12AF-42B2-AAB1-B969A62C68A7&displaylang=en)

    3. Checked if you installed subinacl.exe. If not download and install subinacl.exe.

    4. Create a file called reset.cmd with Notepad. Copy the text below into the file reset.cmd and run reset.cmd with administrative rights (it may take a LONG time):

    cd /d "%ProgramFiles%\Windows Resource Kits\Tools"
    subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f /grant=system=f
    subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f /grant=system=f
    subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f /grant=system=f
    subinacl /subdirectories %SystemDrive% /grant=administrators=f /grant=system=f
    subinacl /subdirectories %windir%*.* /grant=administrators=f /grant=system=f
    secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose

    5. Run windows update.

Good lucky. You may install Sp3 v3311 successfully.

(After installation, one system message reminded some erroe found. I allowed to send the report to MS.)

    Thank you Wind!

It was step 2 and 3 that correct the error but if anyone else has had the same “Access is denied” error fallow all these steps and you should be good to go.

Thanks Windfeng998 - steps 3 and 4 solved it for me. The reset.cmd took about 5 mins or so to complete on my PC.

Now have it installed and everything working fine.

For me proposals from Windfeng998 produced no positive reults.
The first errors I could see with reset.cmd (SubInAcl installed):

    and so on..
My login name is not Administrator but I have administrator rights.
The offline installation from windowsxp-kb936929-sp3-x86-deu.exe ends with Access is Denied error

The last lines in svcpack.log are:

215.984: [dumpDownloadTask] We have all necessary files for the package to install. Return STATUS_READY_TO_INSTALL

217.250: Die Installation des Service Pack 3 wurde nicht abgeschlossen.

Any proposals how to get rid of my problems?

After some tries - I logged in with the name "Administrator" - I have exactly the same logfile end as
Jason Pearsall. The only difference is that some remarks are in German (I am German).
The result is the same with offline and WU online installation
Jason, do you have solved your problem?
By the way, I have not installed RC 1 and all former updates produced no problems at all.

Meanwhile I corrected the batchfile reset.cmd and replaced the "administrators" with a correct administrators
name. I was not aware, that administrators was a "placeholder" for the a real name.
Now with reset.cmd the access rights could be set to the indicated values und SP3 RC2 installed without problems.

Now the next problem occured with IE 7 - it is not able to connect to an url. I remember in the forumes are more notes
    connected with this problem.
The last possibility is: uninstall RC 2 and wait .....

Since you're German, you may find reading http://patch-info.de/artikel/2008/02/12/450 and the "Bekannte Probleme" section in there more interesting than the plain MSKB article http://support.microsoft.com/kb/944533/en-us
What kind and version of "security software" is running on your system and has been while installing RC2 (build 3311 I would think)? This "security software" may have prevented the "normal" installation of RC2 also.

Its so sad that Microsoft is putting out such junk today. Windows has grown to the point where they can no longer manage it. Vista was a disaster and for those of us who stuck with XP, the SP3 upgrade doesn't even work without error. I tried Windows XP SP3 today and I get the Access Denied message. So disappointing. Microsoft has lost its direction completely. They're so focused on security now that they've sucked all the fun out of using a computer. Sad. Very sad.

So far Microsoft has been attempting to make the Sp3 refresh candidate a more pleasent experiance. looking at the posts for Vista yes there are more issues then the Sp3. But seems to me the mistakes are by people that do not read the requirements prior to installing the Sp3 refresh.

If you attempt to install it from an "Adminstrator " account you do not have full permisions available. *see the control panel, user.* You are not using the log in adminstrator account. That has complete access to the registry. There are many many posts here with the subacl program that fixes the error you mentioned. *edited in* W2k Used to illustrate 4 (levels) this much better; Adminstrator, adminstrator, Power User, Guest. Domain Adminstrator account is treated to regard a user with permissions to access DOMAIN programs on a server. *See NtFS history.

This fix only takes a few minutes up to a half an hour to run. Dependant on the speed of your system.

The speed improvements on my testing(SP3) systems were an unexpected bonus. With only a few minor issues installing. (Nvidia based system) over all most people here know there is an issue with 8.3 Catylst. Hopefully people will be able to fix there problem with flipping into portait (screen display)has been solved.

. Many people have been able to aply the subacl fix with out issues. Or if you applly it from the proper adminstrator account as mentioned in the requirements before installing next to the Download Sp3 fix

    1stknight

    *Alternatives

Use the UAC as it was designed to, log in as AN Adminstrator (Usually hidden unless F8 has been pressed.)

Press F8 prior to the Slash/Boot screen and use SAFE mode.

Had the same issue. Try removing XML6 from add remove programs if it is installed. This allowed for the install of XPSP3. Also had the same error when installing AutoCAD and by removing XML6 was able to install AutoCAD.

    Venlig hilsen

    Svend Aage

Are you sure that the suggested way by Microsoft to solve the access denied problem is working on my Home XP?

Had similar issue with system, except the PC locked-up at the system POST, (setting CMOS to boot from CD did not help, could not even perform system repair).  (F8 to boot menu  did not work either) Could not  even get to safe mode.

The solution that fixed it was the following.

    1. Shut down PC

    2. Remove the RAM from the computer and restart the PC, the POST should give you the beep code for no RAM.

    3. Shut down the PC.

    4. Re-install RAM and re-start PC

    5. PC then went all the way into XP

    6. Use system restore to restore PC to config prior to SP3

    Hope this is some help.

I was experiencing the Access is Denied error on SP3 install.  Followed Microsoft direction and problem remained.  Everything resolved with uninstalling SpySweeper.  Apparently similar issue possible with all 3rd party spyware products.

BobLL, try my method in the previous.

Windfeng998 method worked first time with no problems on XP Pro/English machine. I don't think I even turned off McAfee Security Suite, (was too disgusted at the prior failures), it is incredible that MS has not posted a solution to this problem in an adjacent Hotfix. At least this is here!

    Thanks Windfeng998.

This post was really usefull to me, even though I initially got errors running the script.  It gave me an error about an invalid id structure, which lead me to realize that my groups are different, since I use a French version.

After specifying the correct group, everything went A1.

    Thanks a lot!

    secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose

    5. Run windows update.

Will this work if I have similiar problems with an SP2 install??

Hi, for some reason I'm still haivng this problem. I've tried all the steps that Mircosoft suggests but the reset.cmd won't work for me. I create one in notepad, am I supposed to save it to my desktop and how do you run it? Thanks for any suggestions and tips.

    Dear Windfeng:

Thank you very much for your advice.

I had the problem with XP Service Pack 3 installation until I used the script you provided.

It appears that my installation process crashed each time when it had to update the registry keys.

After running your script, I seamlessly installed the Service Pack 3.

    Hi Wind,

I tried your suggestion.  But when I right click on the file, I do not see 'Run As Administrator' as an option in the pop up menu.  I am logged in as adminstrator.

    Thanks!!

I have not still figured out how to fix the problem. Tried all the MS's help. Installed subinacl and run the reset.cmd and so on. On one other site (not MS) I found suggestion on copying secedit.chm and secedit.exe from Xp Pro. The first one to WIN/help-folder and second to WIN/system32-folder.

The site suggested also that while I have finnish version of Xp I must add new profile under the Administrator-profile. Meaning that new profile was then Administrators in finnish. This was due to the idea that reset.cmd works only in english Xp versions.
The whole suggestion on that site didn't work for me after all...

I didn't install sp3 straight from WU this time. It was already loaded and I just clicked the notification icon and installed that way. Not sure if it's same or not.

But any help would be appreciated.

While installing Windows XP SP3, you receive the following error:

Windows XP Service Pack 3 installation failed.
    Access is denied.

For more information, see Help and Support Center at http://go.microsoft.com/fwlink/events.asp.

    Resolution:

    1. Backup the Registry

    2. If subinacl.exe is not installed, download and install

    subinacl.exe.

    3. Create a file called reset.cmd with Notepad. Copy the text below into the file reset.cmd and run reset.cmd from an account with administrative privileges:

    Windows XP Home Edition:

    cd /d "%ProgramFiles%\Windows Resource Kits\Tools"

    subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f /grant=system=f

    subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f /grant=system=f

    subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f /grant=system=f

    subinacl /subdirectories %SystemDrive% /grant=administrators=f /grant=system=f

    subinacl /subdirectories %windir%\*.* /grant=administrators=f /grant=system=f

I met same problem with you yesterday. Now, I installed SP3 v3311 via WU. Pls see my step as below:

    1. Uninstalled SP3 v3300.

    2. Run Windows XP SP3 Release Candidate 2.exe. (down load from http://www.microsoft.com/downloads/details.aspx?FamilyId=114F3599-12AF-42B2-AAB1-B969A62C68A7&displaylang=en)

    3. Checked if you installed subinacl.exe. If not download and install subinacl.exe.

    4. Create a file called reset.cmd with Notepad. Copy the text below into the file reset.cmd and run reset.cmd with administrative rights (it may take a LONG time):

    cd /d "%ProgramFiles%\Windows Resource Kits\Tools"
    subinacl /subkeyreg HKEY_LOCAL_MACHINE /grant=administrators=f /grant=system=f
    subinacl /subkeyreg HKEY_CURRENT_USER /grant=administrators=f /grant=system=f
    subinacl /subkeyreg HKEY_CLASSES_ROOT /grant=administrators=f /grant=system=f
    subinacl /subdirectories %SystemDrive% /grant=administrators=f /grant=system=f
    subinacl /subdirectories %windir%*.* /grant=administrators=f /grant=system=f
    secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose

    5. Run windows update.

Good lucky. You may install Sp3 v3311 successfully.

(After installation, one system message reminded some erroe found. I allowed to send the report to MS.)

Had to post to say thank you!

I've just had exactly this problem with a client's HP laptop when trying to update to SP3 using a release version.

This suggestion fixed the problem for me!

    Many thanks

    Thank you Windfeng988!

I've tried this with no avail the first 5 tries, but here's what happened to me.

When running the reset.cmd, I was closing the dos command window before script was finished.
It hangs then restarts a few times.  You'll know when it's finished, when the command window closes on it's own.

I hope this helps someone the frustration I went through.

Thank you Thank you Thank you
