KB951126 is a Hot Fix for a specific problem and the 5573 is specific to those files in this Hot Fix.  If you look at other previous Hot Fixes you will see it is the norm to assign a 'build' number to the specific files involved so that one can identify which version of the file one currently has on his/her computer.  There is usually no relationship to a Beta Service Pack and its progress.  Primarily it would indicate that the SP3 RTM will probably have a build number less than 5573.

kb951126 is available only for English language. Why? Why it's not a language-neutral hotfix?

hal.dll is not language specific and always have English version in all XP language-versions.
