Error: 1311 MSOCache Problem

I uninstalled some software to free up space and while everything I removed said it was no longer shared by other applications something was altered that is now causing windows to attempt a configuration change and cannot open any MS Office applications that came installed on my Dell laptop running XP. I'm trying to find the OEM disks that came with the laptop but at the moment they are missing so I can't try to repair the installation.
It triggers when Outlook is used, but does not prevent it from being used, whereas the other MS Office applications result in a fatal error. Office shouldn't have been affected so I'm trying to determine if there is something triggering this that can be disabled. I'm trying to locate an explanation and so far have not found anything on technet.

Hi,
This problem may occur when the local installation source corrupted. Resolve this issue need repair the installation or reinstall office.
- If the Office program pre-install on computer, you need contact manufacturer get a backup of Office, and repair the installation or reinstall office.
- If you have 25-character Produce Key, you may download the software or order a DVD for a fee.
