Outlook Rules Error

Hi,
Am getting this error that keeps on poping after creating a new psts file. This started happening while on outlook 2007, i have now upgraded to 2010 but still i get this. i had deleted all the rules but the error is so persistent i can hardly do anything on outlook.

Does the rule run properly? Have you got the full-access permission for the "Delarue"/"ATM CARD Mails" folders?
If the rules are useless cerrently, please launch Outlook with /cleanrules command.
In addtion, I would like to know if the new PST file is created by your account? Please right-click Outlook icon and choose run as Administrator to check if the error will be gone.
