    Creating programmatic workflows in the Sandbox environment is not straight forward. You need to create it as a re-usable workflow in SharePoint Designer, save as template (.wsp), import it onto VS 2010, set it as Sandbox solution and start adding activities from them on.Ofcourse, you'll have lot many restrictions inside sandbox solution.
