We (hospital) are utilizing SharePoint 2003 and will be upgrading to 2010 soon. Can you refer me to any templates for folder management or record management policies/procedures?

Eric, apologies for not seeing your comment earlier! But we do have an Upgrade and Migration Resource Center (technet.microsoft.com/.../ee517214.aspx). On it, there is a sidebar with resources specific to upgrading from 2003 to 2010.
