FTP and SMTP denied in Windows 8.1 on Surface Pro RRS feed

  • Using Windows 8.1 Pro Preview on a Surface Pro, Windows File Explorer (navigating to an ftp:// address), Notepad++ (using then NppFTP plugin), OneNote (Metro app, 2010, and 2013 desktop programs), the Mail metro app, Outlook 2010, and the Dropbox desktop program (presumably among other programs) all cannot connect to remote servers at all.
    Internet Explorer successfully connects, fetches the file list, and downloads a file. Chromium-based browsers give an error 138 ERR_NETWORK_ACCESS_DENIED. Firefox shows a screen declaring “Unable to connect” (presumably also error 138). Outlook 2010 gives error 0x80041059.
    Attempted fixes include restarting programs, logging out and back in, and restarting the computer. None resulted in any change.
    No other computers I've tested have this issue. This issue did not occur earlier (I've had 8.1 preview on this machine for months), and spontaneously appeared with no observable reason yesterday.

    No other network activities appear impaired.
