  • Yes their is way.  Grab an external hdd and make a VM on it or make a VM on your drive space, little sppace is necessary.  Get an iso of windows7 for the vm.  Than download your favorite browser and android sdk plus drivers for adb and  fastboot then you get android fastboot and adb on  a vm on windows 8.1 works with windows 8 as well :D

    Based on my searched, I think the ADB fast boot related driver had a compatibility problem with Windows 8.1, you can check your Windows updates to see whether there is any updates to resolve this problem.
