There different factors which are preventing Outlook application to connect the Exchange Server. Some of these reason may be deleted mailbox from sever, internet connectivity issue, or corrupt OST file etc. However, you can resolve this Outlook connecting issue by fixing OST file corruption by reaping OST files, restart & check connectivity issue, disable add-ons, repairing MS Office etc. I hope these sets of actions may resolve your Outlook cannot connect to the Exchange Server issue.

As you would know that, Outlook uses different servers like IMAP, POP3, and SMTP for email transmission. Perhaps, IMAP is the most efficient one and is widely used by Outlook. There are occasions when the email client cannot connect to the IMAP server, and this error is displayed. This error also halts the transmission of emails and interferes with the user’s work. The issue in the configuration settings is the main reason found to give rise to these Outlook errors.

Hello,
Please use Microsoft Remote connectivity Analyzer to test Outlook connectivity. Google Microsoft Remote Connectivity Analyzer and do the Outlook connectivity test
If it is an internal Outlook client that has no Internet access and can only access Exchange internally you can use SARA client also available at the same page. You should be able to find out what is wrong. If not please share the output of both tests redacting PII and I'll try to help.
Best regards,

Check to make sure you are connected to the network and are using the proper server and mailbox name. The connection to the Microsoft Exchange Server is unavailable. Outlook must be online or connected to complete this action. However, if you're using a cached mode profile

outlook message can't associate with a server issue, then, at that point, now is the ideal time to really take a look at your web association. On the off chance that there is an issue with an organization or it isn't working, you will not have the option to associate with any server. In such cases, you want to guarantee that your web association is working and your framework is associated with that organization.

Steps are given below-
In Outlook 2010, Outlook 2013, or Outlook 2016, choose File.
Choose Account Settings > Account Settings.
On the Email tab, choose your account (profile), and then choose Repair.
Note: The Repair option isn't available if you're using Outlook 2016 to connect to an Exchange account.
Follow the prompts in the wizard, and when you’re done, restart Outlook.Regards,
Ross Smith
