Here is my issue I have a partner in my firm who wants to forward incoming emails to an external address.
So I did the old AD contact with the alternate address, went to his user acct and in exchange general, delivery ops pointed to the contact.
I tested this on my acct If i get email from people within my domain, it works fine a copy of the email gets to my gmail acct. But if i get mail from an external email address this is the error the person who send me the email gets.

Well I would'nt really say relay, Im just trying to forward a copy of all incoming emails to another address.
But in answer to your question i guess it would be yes.
Keep in mind that if I recieve an email from someone internal this whole thing works fine.
I get an email a copy is sent to my gmail. But if the origin is someone outside my domain then the error occurs.
