Warning Event 310 - The initialization of the peer helper modules failed with the following error: 0x80070032 appears occasionally in the BITS-Client Operational Log on several Windows 7 computers I have checked. Can anyone provide more information about this event?

Thanks for the update.
The error message you got is related to the peer help module in BITS service.
Is it a domain-joined computer?
A Peer caching is started with BITS 4.0 in Windows 7, the BITS service was extended to allow subnet-level peer caching for downloaded URL data by using Windows BranchCache. BITS clients can retrieve data by using Windows BranchCache. BITS clients can retrieve data from other computers in their own subnet that have already download the data instead of retrieving the data from remote servers.
I think this warning happened when the client failed to retrieve data from other computers.
To confirm this, I recommend disable the Windows BranchCache by Group Policy on a test compter.
Locate to: Computer Configuration\Administrative Templates\Network\Background Intelligent Transfer Service(BITS).
On the right pane, enable the following:
Do not allow the BITS clients to use Windows Branche Cache
Do not allow the computer to act as a BITS Peercaching client
Do not allow the computer to act as BITS Peercaching server
Then check if you can get that warning again.

Thanks for posting in TechNet forum.
When did you get this error? Could you please provide us with the complete error message?
I recommand you do a System File Check to find if there's any missing files. Follow these steps:
1. Insert the Windows 7 installation DVD into the DVD-ROM; Click Exit if the auto-menu pops up.
2. Open an elevated command prompt. To do this, click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator.
3. At the command prompt, type the following command, and then press ENTER: sfc /scannow
More details is needed for troubleshooting.

Thanks for your reply. To address your points:
1. I got this error from the BITS-Client Operational log. It is Event 310. It is a Warning level event. The complete event text is "The initialization of the peer helper modules failed with the following error: 0x80070032". I could not find any Microsoft documentation of this event (but many other BITS client events do have Microsoft documentation).
2. In this case, I think a System File check is not indicated because I have seen this event of new, clean installations of Windows 7, coincident with the first couple of Windows Updates. I believe this event is associated with Windows Update.
I don't view this event as one that needs troubleshooting because I haven't noticed any problems or loss of function, but I am hoping that some else who has seen this event will add to this thread so that it can be understood more.

This post is more than 2 years old but I hope someone is still monitoring it.
The post marked as Answer says to edit Group Policy and "Do not allow... Do not allow... Do not allow". Forgive my impudence, but it seems to me that this is saying that to stop the instances of event 310, the solution is to disable the process that is creating the events. Isn't this a lazy solution to the problem? Why are we not investigating why the failure happened?:

Hi Miya, just noticed this error today, and usually EventViewer errors have no answer or solution that I can understand. I love your answer thats marked "Answered", as it'd seem to make sense to me and puts my mind at ease too. In my case, I think its to do with my other 2 pc's that are all joined to my homegroup, but are hardly ever on at the same time as this one. So it makes perfect sense that my pc is looking for the others, but cant see them. (I assume) So thanks, its nice to see an answer that works for me. Cheers, Bye. Brent.22/شعبان/1434 08:49 ص

The above error is described as ERROR_NOT_SUPPORTED in this thread, but the Win32 system error code for that is 0X00000032. Must be some special BITS error then. BITS also has a nice description on Wikipedia, and it's worthwhile noting the list of non-Microsoft BITS clients on it (none of those on this rig)- there may be more around we do not know of?
In Windows 1709 settings, there's a range of options in Windows Update Delivery Optimization- have most of them disabled- but it's only a guess that in some way or other they might be responsible for the error, refer to this thread.
