If every user has permission to view, access, and edit every project in the system, this means that your Project Server application administrator set up these permissions.  Given the fact that these are system permissions for everyone, there is no way for you to "lock down" your projects to prevent others from accessing them.  Sorry.  Hope this helps.

  • Ditto on Dales answer.

I sounds like everyone was given the role of "Administrator".  Assign users to the correct roles.  ie (Project managers, team members, etc).  Also, may want to use "Project server mode" and not "SharePoint mode" for permissions.
