Vielleicht hilft Dir das ein wenig weiter:

I wanted to get German SQL Server to work on a German Windows 7 localisation with a Japanese locale (Gebietsschema).
I downloaded the German localisation (SQLEXPRWT_x64_DEU.exe). I unpacked it to a temporary directory:
SQLEXPRWT_x64_DEU.exe /x:C:\SQL_Install
I then went into the SQL_Install directory and deleted everything EXCEPT the directory called "1031_deu_lp".
I downloaded the Japanese localisation (SQLEXPRWT_x64_JPN.exe) and unpacked it in the same way to the same temporary directory.Here's a workaround from CanadaDev from the following link

I was getting this error in addition to one about setup.rll not being valid. I just copied setup.dll from the \resources folder n the CD (ISO) to C:\Program Files\Microsoft SQL Server\100\Setup Bootstrap\SQLServer2008R2\Resources\1033\[2]Adding language packs to an image
[3]How to install a Language Pack?
Wenn Du aber keine neue Sprache in den Windows Spracheinstellungen sehen kannst, dann ist es vermutlich etwas beschädigt mit der installierten Windows Instanz. :(
Bringt ein sfc /scannow Befehl etwas neu?
