Hier ein Auszug mit der entscheidenden Aussage:

The 30 sec delay is "By Design". Windows 7 now has a service called NLM running behind the user policy service it is set by default to wait for the network for 30secs if a user has a Roaming User Profile or Remote Home Folder set in ADUAC. Now, the setting
can be adjusted in GPO.
In Computer settings:
Policies>Admin Template>System>User Profiles>Set max wait time for the network if a user has a roaming user profile or remote home folder
Depending on your network, setting this time too short could result in the user not receiving the RUP or remote home folder.
I would have dumped the remote home folder if it was not for the MACs in our environment, So to keep our 7-10sec login times, I set the GPO to 1 sec, map the home folder with preferences and redirection takes care of the rest.
A 30sec + login was unacceptable.
