this is the German forum. Non-German-speakers are hardly going to stumble upon your question. I suggest you repost it in the English forum or, better still, in Q&A where the server topics are being migrated to.
That said, in 2019 you can't install the Essentials Experience as a role of a Standard server anymore. In 2016, Essentials experience is there and I would expect the Health Report to be there, too.
