I am missing the top bar elements (wheel, questionmark, profile dropdown) in a site-collection. Those elements are not missing in Sitesettings and Central-Administration.
As i am new to SharePoint i could not find any information on this topic regarding the 2019 edition. The only permission change made, is revoking deletion rights for the contribution permission. But resetting this did not help.
