Every NIC is integrated with a dynamic GUID, which is generic on very single Computer.
You can set permissions on it (GPO -> Security -> Registry), but only if you know th GUID.
At least you need to script it, with a lot of effort.
- get GUID of desired LAN Connection
- set permission on it
