Where can I set automatic activation after startup?

Hello,
can someone please tell me where in Windows I can find the place to set automatic activation?
I'm using a deployment solution with hard disk healing and an KMS which requires that after nearly every startup windows automatically activates itself.
Unfortunately its set to manual activation and I don't know where I can change the setting.

If I put it this command in a file and make in the group policies the setting that the file will run as startup script, then I don't get the expected results. Nothing happens. By the way, the thing should be runnable independent of the type of user e.g. adminstrator, normal user etc.
How can I get this working?
