from you description it sounds like you want a Kiosk browser(aka.
digital signage). I don't think there are GPO settings to hide the address bar. You can start IE in kiosk mode with the -k switch from either a command line or a desktop/taskbar link (.lnk or .url). You can then use GPO to lock-down other OS
features that you don't want users/visitors to change.
