Since Microsoft has removed the digital river downloads you have two equally bad choices.
Request backup media from Microsoft https://support.microsoft.com/kb/326246?wa=wsignin1.0
Or if you have a retail key (NOT OEM from pre-installed OS) http://www.microsoft.com/en-us/software-recovery
You may be better off borrowing from someone. For OEM (pre-installed) you need to contact the computer maker.Wanikiya and Dyami--Team Zigzag Windows IT-PRO (MS-MVP)

If you have the retail key, you could download the ISO image from the link below.
https://www.microsoft.com/en-us/software-download/windows7
If you have the OEM key, you need to contact the manufacturer to get the image due to the OEM key is not managed by Microsoft.
