According to your description, this issue seems happened on VPN connection.
Microsoft recommends moving all voice and video traffic through the Internet and not over VPN because of deploying Skype for Business over VPN results in quality decrease and service latency.
In order to provide user the best possible audio and video experience, you must implement a solution that prevents Skype for Business Media from traversing a VPN tunnel. One options to prevent Skype for Business traffic from traversing the VPN tunnel is
