Hi MozaP,
Based on my research, the conference ID can be reset, please refer to the following blog

http://webapps.spcollege.edu/helpdesk/lync/confid.phpMoreover, if you use SFB online, you could refer to document below

Hi MozaP,
According to my research, there is no method to reset the conference ID numbers for all the users so far.
For SFB on premise, to reset your Conference ID
1.In your web browser, go to https://skype.deakin.edu.au/dialin
2.Click Sign In.
3.Select your preferred language and click the Sign In button.
4.Click the Reset my Assigned Conference information link.
5.Click Yes to reset.
6.Restart Outlook for the new Conference ID to take effect.
Note: Your old Conference ID will no longer work. If you have already booked online meetings in the future, or have recurring online meetings booked that used your old Conference ID you will need to update the meetings in Outlook or OWA.

Agree with Alice,No default way to reset conference ID for all users. But one interesting article found here is
http://masteringlync.com/2013/10/10/resetting-default-conference-ids/
You may try in your LAB first and verify because its not a solution from MS
