Hi,
there is no specific management pack for Always On VPN.
As the technology consists of many other solutions (AD, ADCS, RRAS, etc.) you can try and monitor them seprately. The one you cannot cover with SCOM 2016 is RRAS. Unfortuntaly there is still no MP for monitoring RRAS with SCOM 2016.
There is a User Voice request, which you can upvote. The User Voice is monitored by the SCOM Product Group and hopefully we will have something soon. Here the link:

I am afraid you can't.

Hello,
I believe the System Center 2012 Management Pack for Windows Server 2012 R2 Remote Access should work for SCOM 2016:
"This management pack requires System Center 2012 R2 Operations Manager or later."
You can review the System Center Wiki link below to see what this management pack can monitor:
https://systemcenter.wiki/?Get-ManagementPack=Microsoft.Windows.RemoteAccess.2012.R2.Monitoring&Version=7.1.10181.1There is also a new community management pack for Windows Server Remote Access over here:
https://systemcenter.wiki/?GetCategory=Windows+Server+Remote+Access+%28Community%29
Please note however, the above mentioned management packs do not work with Always On VPN.Best regards,
Leon

Exactly like Stoyan said, for Always On VPN there's no management pack as of today, I suggest you go vote on the uservoice, the more votes it gets, the more likely a management pack will be considered to be created.
