I have the same problem with Outlook on Mac; started around the same time (31 March / 1 April 2018).Wednesday, April 4, 2018 5:58 AM

It seems that the problem was caused by an interrupting while updating Outlook.
I've solved it with the following steps:1. Delete the folder ~/library/containers/com.Microsoft.Outlook
2. Uninstall Outlook (move app to trash).
3. Re-install the Outlook package downloaded from https://support.office.com/en-us/article/update-history-for-office-2016-for-mac-700cab62-0d67-4f23-947b-3686cb1a8eb7
WARNING: It looks like all of my settings (local and cloud-based) have been preserved. However, creating a backup might be advisable.
