From what I know there is no possibility to do this directly in the console. Still they are a couple of workarounds.
1. Do it with PowerShell:
Get-FileAttachments.ps1 – Retrieve file attachments from Service Manager

2. Download them over the SSP:

3. Use Orchestrator in conjunction with the PS script from 1.
