Deleting the files in the WMI repository should be the last thing you do. Try this
The WMI Diagnostics tool can tell you what the issue is with WMI and possible how to fix it.

It seems like WMI is messed up. Try to stop WMI, rename (or delete) %windir%\system32\wbem\repository and start WMI again. Wait a few minutes and try the installation again.Tuesday, June 17, 2008 11:45 AM

Hey Matt,
Probably should open a new thread. I am having similar issues and the WMI Diag Utility provides limited data on how to fix the issue.
Any thoughts on where to go from here?
I have tried Torsten's suggestion only for it to re-appear again.Thursday, October 29, 2009 10:48 PM -

How to stop and start it? I see no URL for instructions on how to repair it.Using the repair tool never fixes this error. I hope a future Service pack fixes this issue.
