    Please suggest me if  there is a tool or method/process to create a package which installs multiple WSP files using a single setup for SharePoint 2007 .

    You may create a single batch file containing multiple commands to deploy multiple solutions from the specific folder (e.g.C:/tempFolder etc)

    The batch file may contain script to deploy and activate solutions etc.

  • You've provided a link to SharePoint 2010 when the user has clearly stated he's using SharePoint 2007.

    The rest of the post is a solid idea.  If you want to create a tool that will install multiple WSP's in one go, your best bet is indeed a batch file.  There's quite a few links and tutorials on how to do this across the various SP communities.
