Renaming Folders in Windows 10 File Explorer

When accessing a folder name either in the Navigation pane or the body of the Windows File Explorer (overtype or F2 Edit), I get a message that it can rename a folder that is open. No matter how I access the folder, it is always considered "open" and I get that message. How can I avoid this situation and rename a folder?

You must have some files open inside this folder in other running apps. Close all running apps and then try to rename that folder again.

You must have some files open inside this folder in other running apps. Close all running apps and then try to rename that folder again.
