I manually installed https://support.microsoft.com/en-us/kb/3194496 for windows 10 1607 and https://support.microsoft.com/en-us/kb/3192366 for windows server 2016 and now everything is ok.

Hi Taymaz Esmali,
Do you patch your WSUS server to the latest version?
Do you get any error message when you failed to download update from WSUS 2012R2?
Besides, check if you can download the updates from Microsoft Update via Internet.
Best Regards,
Anne

Hi Taymaz Esmai,
For win10 1607, you may refer to the following post, check Andrei's reply, couldn't confirm if the same issue exits on server 2016.
Best Regards,
Anne
