I will assume that you are using System Image Manger to create the unattended file.
If this is for the main answer file to install the OS, add the Microsoft-Windows-Setup component to Pass 1 and put the key in the USerDate->ProductKey->Key setting.
If this is for the sysprep unattended file, add the Microsoft-Windows-Shell-Setup component to Pass 4and put in the ProductKey setting.

Hi,
If you are all the retail keys, the only method is using the generic KMS key to bypass this phase.
To get the generic free KMS key, access this official article:
