  Any other information which states that it is licensed or free?

  Based on my understanding, in common F5 management pack is not free, but in the second link provided by Sameer, comtrade collaborates with Microsoft to offer free f5 management pack. 

  To get free F5 management pack, please go through the article provided by Sameer.
