    Roll-up update will not install.  I get: 2019-02-27    11:07:21:171     812    854    Report    REPORT EVENT: {71973F42-7AE4-4D59-87C7-316C2DAA1FDD}    2019-02-27 11:06:13:797-0800    1    195    101    {9EC6CE3A-E6B5-4741-A44B-01D76CE427D1}    200    80070002    AutomaticUpdates    Failure    Content Install    Installation Failure: Windows failed to install the following update with error 0x80070002: 2019-02 Security Monthly Quality Rollup for Windows Server 2008 R2 for x64-based Systems (KB4486563).

    I applied KB3177467 but the roll-up still will not finish.

    For the problem you are experiencing, first I suggest you browse this article to fix the Windows update issue: Fix Windows Update issues
    These steps should help resolve all Windows Update errors and other issues.
      

    If the above steps did not help you, the following is a situation I have encountered, because the system font file tahomabd.ttf or related process interferes with the automatic update process, resulting in error 0x80070020. Related discussion: Windows Server 2008 R2 Update fails due to system-protected font
