Cannot access management Pack Import

Hello,
cannot access the "Import of management Pack" from the catalog or from the disk ...
The Microsoft Management Pack Catalog Web Service cannot be contacted at this time. There is either a problem with your Internet connection or the Web service is offline. Any idea?

A quick workaround for this is to download the management packs to a machine which has internet access and then import them to OpsMgr from there. The advantages of downloading the MPs to disk first have been stated by Kevin Holman as:
1. You need to manually download and read the guide FIRST.
2. You need to ensure you have handled any "before you import" activities from the guide.
3. The MP might include unsealed MP's which are required, and unless this has changed - those do not come through the UI download.
4. The new MP might not be upgrade compatible with an existing MP in your environment and the UI will not tell you this.

no, there's a question if you want to check the catalog to check for dependancies or something. Just say no and it won't check. To me this is an annoying feature anyway. i want to have a checkmark here so i never get the question again and immediately go to disk as i don't have direct internet access anyway.

As Rob has said, you should get a prompt asking you if you would like to access the catalog for dependencies. If you just click NO then no attempt will be made to access the catalog.
There is no need to check for dependencies here - if you try and import a management pack and dependencies are missing then the import will fail and will tell you which MPs are required. You can then download them manually and import them first.

like the message says, no connection to the website. Could be a proxy blocking.

I always download them to disk but even when doing this I am getting the error if I try to import "Add from disk" from the SCOM Console.
there is a try to access the catalogf
before giving me access to the disk itself...
