First objective is to find out where this HTTP 403 error is coming from.

Is it actually coming from the WSUS server (inspect the IIS logs on the WSUS server)? If so, what kind of '403' error is it? There are about two dozen suberrors contained within the '403' class, and most of them reflect configuration errors in IIS if that's what's generating the error.

Or is it (more often the case) coming from a proxy server that's interfering with the connection (or shouldn't be because the client is not correctly configured with respect to the proxy server).
