Is it possible with Exchange 2010 to allow an Admin to create mailboxes but not assign Full Access Rights?

You may have to create a custom RBAC role for the admin. Some combination of the built-in roles may suffice, otherwise, you'll need to copy one and then exclude the add-mailboxpermission command.
