As far as I know, the feature “Long filename support” - allow the operating system to have paths longer than 260 chars - is only available on Windows 10 with Anniversary Update until now.

As Windows Server 2016 TP version, the newly released version is TP5 and this version does not support this feature, and there is no clear official document/explain about it until now.
As it is a pre-release build, many of the features and scenarios are still in development, features and functionality may differ in the final release. You may focus on Microsoft Website (such as blog, TechNet) for the latest news about WS 2016 TP version.
