I have a hosted service which is active, but the role and instance are stopped.

Question, do i pay anything for those, when stopped ?

As long as a service is deployed, you are getting billed. Whether your service is in staging or production, whether it is running or suspended, you will get billed for it. The reason for this is that as long as the service is deployed, it is occupying a VM. As long as you have that VM reserved, it cannot be used to service another customer.
