Hi Boopathi,
According to the official document provided by you, you can run “Set-CsTeamsMeetingPolicy -AllowEngagementReport enabled” to enable a meeting organizer to download the meeting attendance report. It needs to wait up some time for this setting to take effect.
For more information about this command, please refer to this link: https://docs.microsoft.com/en-us/powershell/module/skype/set-csteamsmeetingpolicy?view=skype-ps.
Please note that only meeting organizer can download attendance reports. And you are able to download while the meeting is in progress and participants are still present.
Moreover, as Akshay M said, you can also view the attendance list at the ended message.

Hi Boopathi,
You just need to follow what I told you in my first reply – running “Set-CsTeamsMeetingPolicy -AllowEngagementReport enabled” to enable a meeting organizer to download the meeting attendance report. It will wait up for some time to take effect.
Now, the download button has appeared when organizer join a Teams meeting.
