Limiting anonymous access to Skype Meetings based on user without affecting dial-in conferencing?

  Hi all,

  We'd like to be able to limit who has access to create Skype meetings to send out to anonymous participants.  We had managed to allow based on a custom conferencing policy (changing default to not allow, new policy to allow and assign on a per-user basis), but this also affected dial-in conferencing which we wanted to allow all users to have anonymous join available to.

  We'd been able to change it across the board using the Set-CsWebServiceConfiguration -AllowAnonymousAccessToLWAConference $false cmd, but we want some users to be able to user this functionality.

  Is it just not possible to enable anonymous join for dial-in conferencing globally, but only allow specific users access to send invites for anonymous join a/v skype meetings?  All users are on the same site too, so we can't create a custom webserviceconfig per site to allow and just move users over that way...
