Microsoft Sharepoint 2010 Excel Web App localization (ru_RU) issue

  Hello all!
  I've installed Office 2010 Web Apps just recently. All works fine except Editing mode in Excel Services.
  There is a localization issue.
  We use russian locale by default (ru-RU). So, following languages packs are installed:

  Sharepoint Language ru_RU pack (sp2),
  Server Language pack ru_RU (sp2),
  Office 2010 Language pack ru_RU (sp2).
  
  But when Excel file opens in editing mode, following error modal window appears:
  
  UI culture Russian (ru-RU) is not supported.
  UI culture English (U.S.) (en-US) is being used instead.
  Click OK to view the workbook using UI culture English (U.S.) (en-US).
  

  After clicking on the OK button, workbook closes unexpectedly.
  
  Web Application log:

  Unsupported UI culture ru-RU was requested. Fell back to en-US.   ExcelServerRegionalSettings.SafeSetCurrentUICulture: Performed our own fallback outside of OLEO. Requested culture = ru-RU; Fallback culture = en-US da25b103-b796-4dd8-9d6e-05d365a5b7b8
  
  I've inspected installed language packs, and found, that Microsoft Excel Web App Russian Language Pack [14] and Microsoft Excel Services English Language Pack [14] do exist, but  Microsoft Office Excel Services Russian Language Pack [12] doesn't.
  
  We use Sharepoint 2010 server Enterprise, that was migrated from Sharepoint 2007 Enterprise. Please help to solve this issue.
