    Can I confirm some questions with you for better troubleshooting?
    1. Is the computer a server or PC?
    2. Is your computer located in AD domain environment?
    3. What account are you using to log on: standard user or administrator?
    If you are suffering lockout issue in a domain environment, please have a try to unlock from ADUC and reset the new password and test again.

  • Like, Webdy has asked above, there's need some clarification before suggesting you best ideas to resolve this weird issue.

    In case if your computer is in same AD domain environment, you can try using Lepide local user management tool which is available free and helps to reset password within few clicks.
