Based on my knowledge, there is no Windows built-in feature to achieve what you want. You can only back up the shortcuts of the programs. It is by design.
Windows Backup won't back up the following items:
a. Program files (files that define themselves as part of a program in the registry when the program is installed).
b. Files stored on hard disks that are formatted using the FAT file system.
c. Files that are in the Recycle Bin.
d. Temporary files on drives smaller than 1 GB.
As you know, recent documents for Windows 7 is located under here:
C:\Users\Username\AppData\Roaming\Microsoft\Windows\Recent
