How does one setup a dual domain server configuration so if one goes down the other takes over?

May depend on the applications or roles. If you're asking about domain controllers I'd make them both GCs and the point DNS to self as primary and other as secondary. You can verify replication with this tool.

Hi,
An Active Directory Domain with a unique Primary Domain Controller (PDC) is something that you should not rely on. A hardware failure can make your day a really bad one and, for this reason, Microsoft give us the possibility to add a (or more) Backup Domain Controller (BDC) to our domain.You could follow this link for your reference:
