How can one remove orphaned webparts in sharepoint 2013 after a migration from MOSS 2007 to SP 2013

  Try using the below:
  
  Orphaned items in Content DB
  $CDBs = Get-SPContentDatabase
  ForEach ($CDB in $CDBs)
  {
      Write-Host "Detecting Orphans for " $CDB.Name
      $CDB.Repair($false)
  }
