Hi,
If you have 2 app servers and the Distributed Cache Service is running in one and stopped in the second app server it is fine. it is expected behavior and
you cannot start the distributed cache on the apps server 2.
If your Distributed Cache Service is not at all running on both the servers then You could use the PowerShell command to start the Distributed Cache service.
