For troubleshooting purposes, I suggest we check if the DVD can be played using a third-party DVD player. Let's download and install a third-party DVD player trial version to your local Desktop from the following link:

NOTE: WinDVD trial version works only for the first 5 minutes when playing a DVD.
You can also use Vista built-in player –wmp11. After installing the Vista Codec Package 4.5.3, most of videos can be played by wmp11.

If we can play the DVD using one of the players downloaded above, this indicates this issue is caused because there is no DVD decoder present. We need to obtain and install a decoder that is compatible with Windows Vista.
