Windows Server 2008 in Work Group mode and where to add additional license at Windows SErver 2008 RRS feed

    If you have Windows Server 2008 in Work Group  mode do you need to add the CAl License and where do yo add the additional license at?  I looked in Server Manager - do I only add them if it is some sort of member or domain controller?
