I suggest you try the following steps to test the issue.
1. Reset your IE settings. Here is an official article can be referred to.

2. Test the issue in
Clean Boot mode to check whether the third party tool affect IE.
3. Restart the machine in Safe Mode with Networking and check whether Internet Explorer works or not.
