  • Are those pictures in the Active Directory or the user's Contacts folder?

If there are no pictures in the AD then you'll get a better answer to your question by asking it in a forum for Outlook.

  • It should be Outlook issue, sounds like Auto-Linking.

    1. Any data in the Aggregated fields of the Primary contact will display on the Linked contact.
    2. If the Primary contacts Aggregated fields are blank any data in the Linked contact will display when viewing the Primary contact.
    3. If the Primary Contact has a photo, that Photo display in the Linked contact as well.
    4. If the Primary Contact photo is blank and a photo exist in the Linked contact it will now display that Photo for both the Primary and Linked Contact.

Note: If a GAL contact is linked to a local contact, the Exchange GAL contact will Always be the Primary Contact.

If you have more than one contact in Outlook for the same "individual" then all the contacts are linked together and point to the same "person".   Could you please check it?
